We need the feature Analytics.Reports to show the reports page.
The remaining question is how to setup the feature that not loading the report.
Resource.HistoryReport is a feature about the Resource History report button.
According to the customer, some users can access the report page successfully, while others are unable to access it.

If users have the feature level security setup and are able to open the specific report, then it’s not a permissions issue (at least from a MES configuration standpoint).
From the provided screenshots, both set of users are able to open the report page. Sometimes, especially the first time a SSRS Report is opened after some time, the “blank page” means SSRS is loading the report and this might take some seconds. Subsequent requests will be noticable faster. I believe this is a SSRS-specific behavior, not directly related with MES.
Let us know if the blank page issues subsist.
It is important to understand which MES version you are using and whether it is running on Windows or in containers, as the SSRS integration mechanism and configuration may differ.
Another thing to check is how the SSRS report is being requested: is it through a GUI route, or are you seeing direct access to the SSRS endpoint? You can inspect this by using Chrome DevTools and checking the endpoints requests are sent to.
Also, take the opportunity to check DevTools to see if there are any JavaScript errors.
